1Executive standards for exhaust emissions
Dust generated in the laser cutting process during the operation period shall be subject to the standards of the main urban area in the Comprehensive Emission Standard of Air Pollutants (DB50/418-2016), as shown in Table 1-1.

2Implementation standard for wastewater discharge
No production wastewater is produced in the production process of the Project, and the domestic wastewater mainly comes from domestic wastewater. The domestic wastewater is treated by the sewage treatment facilities set by Chongqing Baosteel Automotive Steel Parts Co., Ltd. and discharged into Jialing River through the municipal sewage pipe network after reaching the first-class standard in Table 4 of the Comprehensive Wastewater Discharge Standard (GB8978-1996). The discharge standard is shown in Table 1-2.

3Executive standard for noise emission
The project is located in Class 3 area, but the east of the project is adjacent to Jinkai Avenue. During the operation period of the project, Class 3 and Class 4 standards of "Emission Standard for Environmental Noise at the Boundary of Industrial Enterprises" (GB12348-2008) are implemented, as shown in Table 1-3.

Project construction content:
1Geographical location and layout
The project is located at No. 2 Longjing Road, Liangjiang New District, Chongqing. The center longitude of the project site is 106 31 '51.41 "and the center latitude is 29 41' 07.98". The factory road is connected with the previous factory road. The raw materials enter from the west side of the factory building and the finished products exit from the south side. Raw material transportation vehicles enter the plant from the south logistics entrance of the plant area, enter the plant area from the south side of the plant area in the form of end-in-end-out, unload by crane, then drive out of the plant area and drive out from the south logistics entrance and exit of the plant area; finished product transportation vehicles enter the plant area from the south logistics entrance and exit of the plant area from the north side of the plant area in the form of end-in the form of end-in the form of end-in the form, load-end-in the form, load-out. The project works 300 days a year, 24 hours a day, three shifts, 8 hours per shift.
4Construction content
This project is to lease 3600 square meters of industrial workshop of 4# workshop of Chongqing Baosteel Auto Steel Parts Co., Ltd. as the construction of this project. One new hot stamping press and automatic production line are built, including one electric heating furnace, one press and press control system, one hot pressing forming cooling system, one nitrogen making machine and seven laser cutting machines. See Table 2-2 for project composition and changes.
5Project changes
According to the on-site investigation and combined with the project environmental impact assessment documents and their approval, the project is actually constructed in two phases (currently, only one hot stamping press and one automatic production line have been constructed, covering an area of about 3600 square meters, including one electric heating furnace, one press and press control system, one hot pressing forming cooling system, two nitrogen generators and seven laser cutting machines); in the actual production process of this project, compared with the EIA and its approval stage, the shot blasting process and the electric heating process canceled methane as a protective agent.
6Acceptance Scope
The scope of this acceptance is only the first phase of the project, and the second phase of the project is included in the subsequent acceptance.

Brief description of process flow:
Electric heating:
Hot pressing is mainly to heat the raw material steel plate with a continuous walking beam electric heating furnace (using electric heating), heating to about 800 ℃ to make the metal in a softened state, and nitrogen is introduced into the heating process as a protective gas.
Stamping and forming:
After heating is completed, a press is used to stamp and form the steel continuous die, and a set of refrigeration unit is set to realize the cooling process. The refrigeration unit adopts a water-cooled screw refrigeration unit (refrigerant R134a), and is equipped with a cooling cycle water tower for cooling the refrigeration unit.
Laser cutting:
After stamping and forming, the workpiece is cut by laser cutting machine. Under the action of laser beam energy, the surface of the material is rapidly (m/s range) heated to thousands of degrees Celsius and melted, creating a slit, and obtaining a blank product.
In the production process, metal solid waste (S1), waste residue (S2), metal dust (G1) and production noise are produced during stamping and laser cutting.

2Wastewater
2.1waste water pollution source
    The wastewater pollution source of this project is mainly domestic wastewater generated by employees during the operation of the project, and the main pollutants are COD, SS and ammonia nitrogen.
2. 2Waste water pollution control measures
  The domestic wastewater generated by this project relies on the existing sewage treatment facilities of Chongqing Baosteel Automobile Steel Parts Co., Ltd. and is discharged into Jialing River through the municipal sewage pipe network after reaching the first level standard in Table 4 of the Comprehensive Wastewater Discharge Standard (GB8978-1996).

3Noise
3.1noise pollution source
The noise source of the project mainly comes from the press, laser cutting machine, air compressor, etc. The source intensity is about 75 ~ 95dB(A).

Low noise equipment shall be selected, and the noise generated shall be treated by basic buildings and building sound insulation.

4Solid waste
4.1solid waste pollution source
(1) Domestic waste
The average amount of domestic waste generated by employees is 0.5kg per person. For 70 employees, the daily amount of domestic waste generated is 35kg/d, I .e. 10.5t/a.
(2) General industrial solid waste
Waste cotton yarn and gloves: the output of waste cotton yarn and gloves is about 0.6t/a.
Waste scrap: waste scrap mainly comes from hot pressing and laser cutting process of scrap, about 44t/a.
(3) Hazardous waste
The hazardous waste is mainly waste hydraulic oil, and the output is about 1.0t/a.
4. 2Solid waste pollution control measures
(1) Domestic waste
The domestic waste of this project is collected and transported and disposed of by the municipal sanitation department.
(2) General industrial solid waste
Waste cotton yarn and gloves: after collection, hand them over to the municipal sanitation department together with household garbage.
Waste leftover materials: after collection, they are sold to the waste recycling station.
(3) Hazardous waste
Hydraulic oil: after being collected and temporarily stored in the existing hazardous waste temporary storage yard of Chongqing Baosteel Automobile Steel Parts Co., Ltd., it will be disposed by Chongqing Alpha Petrochemical Co., Ltd.

The main conclusions of the construction project environmental impact report form and the approval decision of the approval department:
1. EIA Review
In February 2017, Hangzhou Baowei Auto Parts Co., Ltd. Chongqing Branch commissioned Chongqing Environmental Protection Engineering Design and Research Institute Co., Ltd. to prepare and complete the "Stamping Hot Forming Production Line Project Environmental Impact Report Form". On July 31, 2017, Liangjiang New District Branch of Chongqing Environmental Protection Bureau approved the stamping thermoforming production line project of Chongqing Branch of Hangzhou Baowei Auto Parts Co., Ltd. with the approval letter of environmental impact assessment document of Chongqing construction project (Chongqing (Liangjiang) huanzhun [2017] No. 190), and issued corresponding requirements.
2. EIA Conclusion
(1) Overview of the proposed project
The proposed project leases two-span workshops of Chongqing Baosteel Phase IV with an area of about 7680 square meters for the construction of the proposed project. Two new hot stamping machines and automatic production lines were built, including 2 electric heating furnaces, 2 presses and press control systems, 1 hot-press forming cooling system, 2 nitrogen making machines, 14 laser cutting machines, and 1 shot blasting machine and its supporting dust collector. The total investment of the proposed project is 165 million yuan. After the completion of the project, the production and processing of B- pillar, A- pillar, middle channel, beam, etc. Production capacity 1.35 million pieces/year (1 million times/a).
(2) Rationality analysis of industrial policy and site selection
The construction of the project conforms to the requirements of the national industrial policy, conforms to the requirements of the "Industrial Structure Adjustment Guidance Catalog (2011) (Amendment)" (2013), conforms to the "Chongqing Industrial Project Environmental Access Regulations (Amendment)", and the land is in line with Chongqing Liangjiang New Area Land Master Plan. Under the premise of strictly implementing the pollution prevention and control measures proposed in the EIA report during the operation period of the project, from the perspective of environmental protection, the site selection is reasonable and the construction is feasible.
(3) Environmental quality status
To sum up, SO2, NOx and TSP in the area where the proposed project is located can meet the requirements of Class II standard of Ambient Air Quality Standard (GB3095-2012), and the atmospheric environmental quality in the area where the proposed project is located is relatively good on the surface. The water quality of Jialing River is in good condition, and all evaluation indexes can meet the requirements of Class III water standard of Environmental Quality Standard for Surface Water (GB3838-2002), 1# noise monitoring point meets the requirements of Class 4a standard of Environmental Quality Standard for Sound (GB3095-2008) in the daytime, but fails to meet the requirements of Class 4a standard of Environmental Quality Standard for Sound (GB3095-2008) at night, with the maximum exceeding value of 2.4dB. 2# noise monitoring point meets the requirements of Class 3 standard of Environmental Quality Standard for Sound (GB3095-2008), the main reason for the noise exceeding the standard at monitoring point 1# is that the surrounding land is in the development stage and there are many heavy vehicles in the past, resulting in the current situation of acoustic environment quality exceeding the standard. With the completion of the development of the surrounding land, the current situation of acoustic environment quality will be improved; the ecological environment quality of the proposed project is in good condition.
(4) Overview of main pollution prevention measures during operation period
① Exhaust gas
Dust generated by laser cutting during the operation period of the project is discharged unorganized after being treated by a dust collector. A small amount of exhaust gas can be rapidly diffused and diluted to a harmless state after being discharged into the air. The exhaust gas meets the monitoring concentration limit of 1.0 m3/mg in the standard unorganized discharge outlet of the main urban area in Chongqing Comprehensive Emission Standard for Air Pollutants (DB 50 418-2016), which has little impact on the surrounding environment.
The shot blasting waste gas (G2) of the proposed project is collected by the gas collecting hood, treated by the filter cartridge type dust collector, and discharged at high altitude through the 15m high exhaust cylinder. The shot blasting waste gas (G2) can meet the standard emission limit value of the main urban area in Chongqing Comprehensive Emission Standard of Air Pollutants (DB 50 418-2016)
② Noise
Ventilation machinery is proposed to adopt advanced low-noise equipment, and the equipment is subjected to vibration and noise reduction treatment, which has little impact on the external environment. The high-noise equipment in the production equipment shall be subjected to vibration and noise reduction to reduce the impact on the external environment; the high-noise equipment shall be rationalized to avoid the impact of continuous high noise. The staff next to the high-noise equipment should pay attention to adjusting the working hours and be equipped with earmuffs to avoid long-term exposure to high noise. The high-noise equipment adopts advanced low-noise equipment and reasonable layout. The warehouse is located on the south side near the residential area of Golden Garden, away from the office building, so as to reduce the impact on the environment. Strengthen the surrounding greening, improve the sound environment quality.
③ Solid waste
The solid waste generated during the operation period is mainly scrap steel and other corner waste and waste packaging bags generated during the hot pressing process. It is uniformly collected in the general solid waste storage yard on the west side of the land.
④ Ecological environment
The annual waste generated by the proposed project is about 210.96t/a, including 197.16t/a of general industrial solid waste, 3.3t/a of hazardous waste and 10.5t/a of domestic waste. The hazardous waste storage yard relies on the existing hazardous waste storage yard of Baosteel Group. The existing hazardous waste storage yard shall be reconstructed in accordance with the Pollution Control Standard for Hazardous Waste Storage (GB18597-2001). The temporary storage point of hazardous waste shall be provided with obvious special signs to prohibit mixing incompatible hazardous waste. The ground shall be treated for seepage control with leakage coefficient K≤ 10-10. At the same time, this assessment requires that the transfer of hazardous wastes of the proposed project shall be implemented in accordance with the relevant requirements of the State Environmental Protection Administration's Order No. 5 "Measures for the Management of Hazardous Wastes Transfers", so as to realize the management of hazardous wastes, ensure the reasonable disposal of wastes and clarify the final destination.
(5) Cleaner production
To sum up, this evaluation believes that the raw and auxiliary materials used in the project have certain adverse effects on the environment, and should be used in strict accordance with the measures proposed in this evaluation, which will reduce the impact on the environment; the cleanliness of the project's process technology equipment, products and fuel all meet the domestic cleaner production requirements, which will help promote the market competitiveness of the enterprise and promote the sound development of the enterprise.
This evaluation suggests that all staff should establish a strong awareness of environmental protection and clean production, and employees must be trained in this area before taking up their posts. Secondly, a series of strict and feasible clean production and management procedures should be formulated within the enterprise, and full-time or part-time management personnel should be set up to implement each environment of clean production layer by layer.
(6) Total amount control
The discharge of pollutants during the operation period of the proposed project shall be strictly in accordance with the "Guiding Opinions of the General Office of the State Council on Further Promoting the Paid Use and Trading of Emission Rights" (Guowanfa [2014] No. 38), "Regarding the issuance of Chongqing Municipality to further promote the emission rights (Sewage, waste gas, garbage) paid use and trading work (Trial) (Draft for Solicitation of Comments)" The corresponding requirements require legal trading and obtain corresponding emission rights.
The regulatory indicators for pollutant discharge are: solid waste: general solid waste: 210.96t/a, hazardous waste: 3.3t/a, and domestic waste: 10.5t/a. Total wastewater discharge: COD0.18t/a, ammonia nitrogen 0.03t/a.
(7) Comprehensive conclusion
The construction of the project conforms to the requirements of the national industrial policy, conforms to the requirements of the "Industrial Structure Adjustment Guidance Oyster (2011) (Amendment)" (2013), conforms to the "Chongqing Industrial Project Environmental Access Regulations (Amendment)", and the land is in line with Chongqing The overall planning of land use in Liangjiang New District. During the operation period of the project, under the premise of strictly implementing the pollution prevention and control measures proposed in the EIA report, from the perspective of environmental protection, its site selection and reasonable construction are feasible.
Approval decision of 3. approval department
On July 31, 2017, Liangjiang New District Branch of Chongqing Environmental Protection Bureau approved the stamping thermoforming production line project of Chongqing Branch of Hangzhou Baowei Auto Parts Co., Ltd. with the approval letter of Chongqing construction project environmental impact assessment document (Yu (Liangjiang) Huanzhun [2017] No. 190), and the reply is as follows:
The application form for approval of the environmental impact assessment document of the stamping hot forming production line project submitted by your unit, the environmental impact assessment report form of the project and related materials have been received. After study, the approval is as follows:
According to the relevant provisions of the the People's Republic of China Environmental Impact Assessment Law and other laws and regulations, as well as the opinions of the expert group of the technical review meeting on the environmental impact report of the project, the 1. agrees in principle to the environmental impact report of the project prepared by Chongqing Environmental Protection Engineering Design and Research Institute Co., Ltd. The environmental protection measures, conclusions and suggestions proposed in the form.
Main construction content and scale of the 2. project: renting the 4# workshop of Chongqing Baosteel Automobile Steel Parts Co., Ltd., No. 2 Longjing Road, Liangjiang New District, Chongqing, to produce the body boundary and chassis structure of the automobile. The project mainly builds two hot stamping presses and automated production lines, as well as auxiliary work such as cooling systems, public storage and transportation projects and environmental protection projects. After the completion of the project, it is expected to produce 700000 pieces of body structure and 650000 pieces of chassis structure. The total investment of the project is 165 million yuan and the environmental protection investment is 450000 yuan.
3. The project shall be implemented in strict accordance with the emission standards and total amount control indicators approved in this Approval (see Annex). Any of the following four acts or circumstances shall be reported to our bureau in advance or in a timely manner:
(I) increase or change the location of the sewage outlet, resulting in the prevention and control of pollutant discharge or the direction of pollutant discharge is not in conformity with the specified EIA;
(II) increase or change the raw and auxiliary materials, unified production, resulting in the increase of new pollution factors;
(III) increasing the production capacity of products (including intermediate products), resulting in an increase in waste water, waste gas and solid waste, making environmental protection facilities incompatible;
Environmental pollution or disturbance to residents after the (IV) project is put into operation.
4. In the process of construction and operation of the project, the pollution prevention and control measures proposed in the environmental impact report shall be conscientiously implemented, and the design and construction plan of environmental protection facilities shall be further implemented before the construction starts, with the following work as the key points.
(I) do a good job in wastewater pollution control
The domestic sewage and ground cleaning wastewater of the Project are treated by the domestic sewage treatment station of Chongqing Baosteel Automobile Steel Parts Co., Ltd.
(II) strengthen waste gas treatment measures
Laser cutting dust is discharged in an unorganized form after being treated by the filter cartridge dust collector provided by the equipment to reach the standard. Shot blasting waste gas is collected by a gas collecting hood and treated by a filter cartridge dust collector to reach the emission limit of Chongqing's "Comprehensive Emission Standard for Air Pollutants" (DB50/418-2016) in the main urban area, and then discharged to the standard through a 15m exhaust cylinder.
(III) to strengthen the prevention and control of noise pollution
Select low-noise equipment, reasonably arrange the positions of fans, air compressors, sheet metal equipment and other high-noise equipment, and take measures such as sound insulation and vibration reduction to ensure that the noise on the side of the project facing Jinkai Avenue and Cuiyun Interchange meets the Class 4a standard of the Environmental Quality Standard (GB3096-2008), and the other areas meet the Class 3 standard of the Environmental Quality Standard (GB3096-2008).
(IV) increase solid waste recycling and standardize solid waste disposal
During the operation period, waste hydraulic oil, oily wastewater, waste activated carbon and other hazardous wastes shall be temporarily stored in accordance with the regulations and requirements of the Hazardous Waste Storage Pollution Control Standard. The hazardous waste transfer form system shall be strictly implemented and handed over to the unit with corresponding hazardous waste transfer and disposal qualification for treatment. The leftover materials, waste packaging materials and shot blasting residue shall be sent to the waste purchasing station for recycling. Waste cotton yarn and domestic garbage shall be uniformly disposed by the municipal sanitation department.
5. In the process of construction and operation of the project, environmental management shall be strengthened and relevant environmental protection procedures shall be performed in accordance with the law.
(I) establish and improve environmental protection management institutions and systems, and strengthen environmental management and monitoring during the operation period.
The (II) strictly implements the "three simultaneous" system of environmental protection in which environmental protection facilities and the main project are designed, constructed and put into use at the same time. Before the project is completed and put into operation, it shall apply to our bureau for a sewage discharge permit.
In the (III) of major changes in the nature, scale, location, process, and pollution prevention and control measures of the project, the EIA document should be re-submitted to our bureau for approval.

① Wastewater treatment facilities
The domestic wastewater generated by this project is treated by the sewage treatment facilities set up by Chongqing baoshan iron and steel parts co., ltd. and discharged into Jialing river through the municipal sewage pipe network after reaching the first-class standard in table 4 of the comprehensive sewage discharge standard (GB8978-1996). The sewage treatment facility of Chongqing baoshan iron and steel parts co., ltd., which is supported by this project, passed the completion environmental protection acceptance in December 2017. Therefore, the wastewater treatment efficiency is no longer counted in this acceptance.
② Waste gas treatment facilities
The source of waste gas in this project is mainly dust generated in the process of laser cutting, and the dust generated by laser cutting in this project is discharged into the atmosphere in an unorganized form after being treated by the filter cartridge dust collector of the equipment. According to the monitoring results, the monitoring results of the unorganized emission of dust generated in the laser cutting process of this project all meet the unorganized emission standards in the "main urban area" in Table 1 of Chongqing Comprehensive Emission Standard for Air Pollutants (DB50/418-2016), indicating that the waste gas pollution prevention and control measures adopted by the project are effective and feasible.
③ Noise
The noise source of this project is mainly the noise generated by the operation of mechanical equipment. According to the monitoring results, the noise generated by the project can meet the requirements of Class 3 and Class 4 standards in the Emission Standard for Environmental Noise at Boundary of Industrial Enterprises (GB12348-2008) after distance attenuation and building sound insulation. It shows that the noise control measures adopted by the project are effective and feasible.
④ Solid waste
The solid waste sources of this project are mainly domestic waste, general industrial solid waste (waste scrap) and hazardous waste. The generated domestic waste shall be collected and handed over to the municipal sanitation department of the park. The generated general industrial solid waste (waste scrap) is collected and sold to the waste recycling station. The generated hazardous waste (waste hydraulic oil) is collected and regularly handed over to Chongqing Alpha Petrochemical Co., Ltd. for disposal by taking "three prevention measures. The solid waste disposal efficiency of the Project is 100%.
(3) Total amount accounting
The source of waste gas in the production process of the project is mainly dust emitted in an unorganized manner. Therefore, there is no total control index requirement for waste gas in this project. The domestic wastewater generated by the Project shall be treated by the sewage treatment facilities set by Chongqing Baosteel Automobile Steel Parts Co., Ltd. and discharged into Jialing River after reaching the first level standard in Table 4 of the Comprehensive Wastewater Discharge Standard (GB8978-1996). The total amount of wastewater shall not be set separately for the Project.
(4) Impact of project construction on environment
The impact of the construction of the Project on the environment is mainly due to noise, unorganized discharge of dust and domestic wastewater, which have certain adverse effects on the surrounding environment. According to the monitoring results, the waste gas, waste water and noise generated by the project can be discharged up to the standard. According to the investigation and understanding, there has been no relevant environmental complaints since the completion of the project. Therefore, the impact of the project on the environment is small, and the impact is within the acceptable range.

Commissioning effect of 1. environmental protection facilities
According to the completion acceptance monitoring of waste water and waste gas of the project for two consecutive days from March 05 to 06, 2018, the production load during the monitoring period is 76.1, and all environmental protection and control facilities operate normally during the monitoring period, meeting the acceptance monitoring conditions and requirements; According to the monitoring results, the monitoring results of unorganized dust emission and factory boundary noise of the project can meet the requirements of corresponding standards, indicating that the pollution prevention and control measures taken by the project are effective and feasible.
Total quantity control indicators are not involved in the operation of the project.
Impact of 2. engineering construction on the environment
The impact of the construction of the Project on the environment is mainly due to the adverse effects of waste gas and waste water on the surrounding environment.
